Local Elections or National Issue?

It seems that the Conservatives can't make up their minds.


"..I just hope that people will look at these elections and recognise that it's about electing your local council; who's going to keep the council tax down; who's going to provide value for money; who's going to look after your area..."

Meanwhile, over at the BBC News website, a Tory party spokesman said "This election is a test for Ed Miliband's leadership."

If I were a cynic (I know, it's a stretch) I'd conclude that Conservative campaigning was based on "Never mind how the Government is doing, these are local elections. But aren't the Labour party awful?"
