It seems that the Conservatives can't make up their minds.

Meanwhile, over at the BBC News website, a Tory party spokesman said "This election is a test for Ed Miliband's leadership."
If I were a cynic (I know, it's a stretch) I'd conclude that Conservative campaigning was based on "Never mind how the Government is doing, these are local elections. But aren't the Labour party awful?"
